Personality: Though seemingly pleasant in personality to anyone, she's in-fact, extremely cunning. She knows how to make friends, and avoid making enemies that my seem to be a threat to her. Anyone who knew her, or at least thought they did, all thought she had a sweet disposition, and was a kind caring person, for her anonymous donations to charities and such, but it was more of the opposite, She a good actor, able to display any emotion she wants. She also very discetful, and will turn on someone if she feels like it, at any given time. And even though she is willing to betray anyone, the only one she wouldn't let down or betray is her own pokémon... Despite her apathy towards many, her pokémon are the only ones she trusts and cares for, and in return, they are faithful companions to her. This strange contrast of her personality has also made it hard for people to think that she could be involved in crime... How could someone be a criminal, and so compassionate to pokémon?

Background: Well, As I had mentioned, if you were able to read the text for the first pic, She is the cousin of Martin Giovanni (for reference, Moira's mother was Giovanni's mother's sister). Of course, she has known Martin all her life, for Martin would ever so often have to stay at his aunt's house, for... business reasons. Moira had figured out early on that Martin's mother was the leader of Team Rocket and was, for a time, envious that Martin would be the one to take over Team Rocket after his mother. But her envy of Martin did not last long, for she decided, she would either find a way to take it over herself, or make her own band of some sort, to overthrow it...
Though she never made her own sort of 'crime group' she made her way to the top in another way... She considered herself a woman of business... both legal and illegal... and could work it so that there would be no connection to her if anything went wrong... which hardly happened. So, while Martin slowly took over Kanto, she took over Jhoto, though in her own way, by making connections to the right people. She made sure she wasn't very public, and that only certain people knew her personally, so she could go about her life, and any unusual disappearance, or other odd occurrences would hardly be unnoticed, unlike Giovanni, where he could have been put in jail if it weren't for the high priced lawyers, and evidence mysteriously disappearing. Also with a minor degree in Law (her major was business) she knew of any and all loopholes.
Although she is a successful business woman, she's also a pokémon trainer, though never bothered with collecting gym badges. All the pokémon she owns were pokémon she had bought as eggs from some of the finest breeders (pedigrees and everything), save two: Her Murcrow, Thea, and her Abra, Cronus. Cronus she had ever since she was a little girl... Though she tends to use Thea more often, in fact, she lets Thea come with her wherever she goes. You see, she and Thea have an interesting bond with one another, due to the incident where Thea and Moira first met.
Moira was still a teenager at the time, and while on vacation, had fallen asleep on the beach. She had been wearing her favorite bracelet, which Thea had noticed, and decided to go snatch it, which she did. Thea is a very intelligent murrcrow, and could undo the clasps on just about any kind of jewelry. Moira had woken up just as Thea flew off with her bracelet, so, realizing her bracelet was gone, ran after the murrcrow. Thea was very crafty and was able to trick anything that was chasing it with ease, and first did a sand attack to slow Moira down, and impede her vision, then headed to the nearest area with a good amount of foliage.
The sand had hardly slowed Moira down and she headed to the shrubs to find the murrcrow that had taken her bracelet. Thea knew that it would be foolish to fly off, or make any kind of noise, so she threw a rock into another group of bushes to throw Moira off, and she could make her get away. Moira heard the rustling, though she had her suspicions that the murrcrow was trying to trick her, and acted as though she was moving toward the other bush. As soon as Thea thought her plan had worked, started to make a break for it, when Moira spun around quickly, catching the murrcrow before she could get away.
Admiring Moira's ability to think ahead of her opponent, Thea willing gave up the bracelet, and Moira was impressed herself that a murrcrow came up with such a clever trick. So, with all said and done, the two became partners more or less, unlike some true capture most are used to. And as a sort of reward for her cunning, Moira let Thea wear the bracelet that she had tried to steal.
And one more thing I'd like to mention about her pokémon, is that they are all the lowest form (in other words, none of them are evolved) and they all have names from Greek mythology. Moira grew of on stories of Greek and Roman mythology, so she often inspired to give them names of characters she liked, or that fit their personalities.
